Fundamental Rules 

In simple words, the Fundamental Rules (FR) are a set of rules that govern the terms and conditions of service for all Central Government employees. They lay down the basic principles and guidelines for recruitment, appointment, promotion, and discipline of employees in the government service. The FRs were first introduced in 1922 and have been revised from time to time.

In other words, Fundamental Rules (FR) are the set of general rules by which all Government Servants whose pay is debatable to the Civil Estimates. These rules had been brought into force with effect from 1st January1922. There are a total of 130 Fundamental Rules starting from Fundamental Rule - 1 (FR-1) to Fundamental Rule - 130 (FR-130).

Fundamental Rules together with the Supplementary Rules (popularly known as FRSR) are considered the Bible of Rules for the central Govt. employees.

Fundamental Rules trace back their origin to the pre-independence time (came to effect from 01-01-1922) and are the first set of rules which have been governing the terms and conditions of service of the central Govt. employees till today (of course with amendments from time to time). There are a total of 130 Fundamental Rules.

Supplementary Rules

In simple words, Supplementary Rules are a set of rules that supplement the Fundamental Rules and provide further guidelines for various aspects of government service, such as leave, pay, and pension. The SRs are specific to individual government departments or organisations and are framed by the concerned department or organisation in accordance with the Fundamental Rules.

Supplementary Rules are the rules framed by the President under various Fundamental Rules. There are a total of 335 Supplementary Rules.

They apply to those Government servants only, who are subject to the Fundamental Rules, and whose pay is debitable to Central Revenues. Expect where it is otherwise expressly stated in the rules, they apply to all Government servants fulfilling these conditions.

We can conclude that the Fundamental Rules lay down the basic principles and guidelines for government service, whereas the Supplementary Rules provide further guidance and details specific to each department or organisation.

Service Rules

In addition to the Fundamental Rules and the Supplementary Rules, there are certain other rules which regulate some particular dimensions of service of the central Government. employees. These rules are known as Central Civil Service Rules or CCS Rules. 

The CCS Rules for Central government employees in India are a set of guidelines that define the terms and conditions of employment for the individuals serving under the Central Government. The rules cover the following topics given below:

1. Recruitment: These rules govern the process of recruitment for various posts in the government. Such as eligibility criteria, selection process and the qualifications required for different posts.

2. Promotion: Central Civil Service Rules also cover the process of promotion for government employees. They define the criteria for promotion, procedures for assessment and the rules and quota for seniority.

3. Retirement: The Central Civil Service Rules specify the age of retirement, procedure for applying for retirement and the benefits available to retired employees.

4. Disciplinary proceedings: The Central Civil Service Rules define the process of disciplinary proceedings on government employees. They explain the types of misconduct that can result in disciplinary action, procedure for conducting an inquiry ,the penalties that can be imposed and scope of Appeal thereafter.

5. Leave: The service rules also cover the types of leave available to government employees, including earned leave, casual leave, and medical leave, paternity leaves, maternity leave, etc. it also explains the limitations with respect to leaves in central service.

6. Pay and allowances: The Central Civil Service Rules govern the pay and allowances for government employees, including basic pay, dearness allowance, and other allowances applicable to central government employees from time to time.

Conclusively we can say that the service rules for Central government employees in India are designed to ensure that employees are treated fairly and equitably, and that the government is able to maintain an efficient and effective workforce.
