Central Civil Services (Conduct) Rules, 1964 


The CCS (Central Civil Services) Conduct Rules, 1964 are a set of rules that govern the ethical and professional behavior of government employees in India. These rules are framed by the Government of India under Article 309 of the Constitution of India. These rules provide guidelines to the civil servants of the Central Government in maintaining high standards of integrity and conduct while discharging their duties. These rules apply to all central government employees and cover a wide range of issues such as integrity, discipline, attendance, financial dealings, and political activities. It came into effect on : 30th November, 1964.

Here are some key provisions of the CCS Conduct Rules, 1964:

1. Conduct: The rules require government employees to maintain the highest standards of integrity and conduct in their personal and professional lives.

2. Political Activities: Government employees are not allowed to participate in any political activity, including canvassing for votes, or engaging in any form of agitation that may interfere with the discharge of their duties.

3. Financial dealings: The rules prohibit government employees from borrowing money from or lending money to any person who has official dealings with them or from engaging in any speculative business.

4. Gifts and hospitality: The rules require government employees to declare all gifts and hospitality received by them or their family members from any person who has official dealings with them. They are also required to obtain permission before accepting gifts of a certain value.

5. Outside employment: Government employees are not allowed to take up any employment outside of their government job without prior permission from the government.

6. Maintenance of records: The rules require government employees to maintain complete and accurate records of their official duties and to submit them as and when required.

7. Disciplinary action: The rules provide for disciplinary action to be taken against government employees who violate any of the provisions of the CCS Conduct Rules.

These rules are designed to promote the highest standards of professionalism and ethical behavior among government employees, and to ensure that they discharge their duties in a fair, impartial, and efficient manner.
