Introduction |
The CCS (Joining Time) Rule 1979 is a set of rules that govern the joining time of an employee in a government job. Joining time is a time granted to an employee to enable them to travel to their new place of posting and settle down there. Entitlement to Joining Time: According to the rule, an employee who is appointed to a new post or transferred to a new station is entitled to joining time. The duration of joining time depends on the distance between the old and new place of posting, and ranges from 1 day to 15 days. Admissibility of Joining Time: Joining time is admissible to an employee who is appointed or transferred to a post outside their commuting distance. It is also admissible if the employee is appointed or transferred to a post within their commuting distance but chooses to move their family to the new place of posting. Commuting Distance and applicable joining time:
In case of NER, Andaman & Nicobar, Lakshadweep, Ladakh – 02 days additional time shall be admissible. Where transfer within same station : One Day joining time is admissible (if not availed, EL is not added to credit) Max Joining time, if travelled through Air : 12 Days Procedure for claiming Joining Time: The employee must make a written application for joining time to the appropriate authority, and must provide details of the date of relief from the old post and the date of joining the new post. The employee must also provide evidence of the journey performed and the date of arrival at the new place of posting. Availing of Joining Time: Joining time can be availed of within 3 months from the date of relief from the old post. The employee must report to the new place of posting before availing of joining time, and must also produce evidence of the journey performed and the date of arrival at the new place of posting. Interruption of Joining Time: If an employee is recalled from joining time for duty, the remaining period of joining time can be availed of at a later date. If an employee fails to report to the new place of posting within the prescribed period, the joining time will be treated as regular leave or as leave without pay.
